North Bay Operations and Maintenance Facility Project

Environmental review of the North Bay Operations and Maintenance Facility Project is required under provisions of the California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA). Additionally, other state, local and Federal agencies have jurisdiction and permitting authority over the project area and/or resources that could be affected by the project.

California Environmental Quality Act (CEQA) | Status: Complete

In 2001, the City of Vallejo adopted a CEQA Mitigated Negative Declaration for the project. Since that time, the project has substantially changed. As a result, the City prepared a Subsequent Mitigated Negative Declaration to address the revised project description. In March 2011, the City of Vallejo submitted a Notice of Intent to Adopt a Subsequent Mitigated Negative Declaration to the State Clearinghouse (SCH#: 2011022039) providing a brief description of the proposed project, establishing a 30-day period for public comments extending through April 18, 2011, and listing project contacts for additional information. The Initial Study/Mitigated Negative Declaration identifies potentially significant impacts associated with the project including aesthetics, air quality, biological resources, greenhouse gas emissions, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, noise, transportation/traffic, and mandatory findings of significance. Mitigation measures identified in the document and included in the project will reduce all potential impacts to a less-than-significant level.

On May 24, 2011, the City of Vallejo adopted the Subsequent Mitigated Negative Declaration for the project. On May 27, 2011, the City of Vallejo filed a Notice of Determination advising the State Clearinghouse and Solano County Clerk that the Vallejo City Council had approved the project and adopted a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program.

National Environmental Protection Act (NEPA) | Status: Complete

The U.S. Navy owns the submerged lands in Mare Island Strait where the waterside portion of the facility will be constructed. The U.S. Navy completed a NEPA Environmental Assessment in order to take the action of entering into a lease with WETA for the waterside portion of the facility. The NEPA review was completed in March 2015. The submerged lands lease between the U.S. Navy and WETA was executed in July 2015.
