Procurement Process
The San Francisco Bay Area Water Emergency Transportation Authority (WETA) awarded a contract to provide Construction Manager at Risk (CMAR) services for the Downtown San Francisco Ferry Terminal Expansion project in January 2017 to provide construction management services as well as to perform Phase 1 preconstruction services for the project. Phase 1 includes constructability reviews, cost estimating, design support, and site investigations. Phase 1 will also include early construction work, consisting of demolition, dredging and pile driving.

If WETA and the CMAR are able, during Phase 1, to successfully negotiate and agree to a Guaranteed Maximum Price (GMP) to complete the Phase Two Work, then the parties would execute an amendment to the CMAR Agreement for the Phase 2 work at a later date. If WETA and the CMAR are unable to agree to a GMP for any portion of the Phase Two Work, then WETA would have the option to procure the Phase Two Work through a separate procurement process. Phase 2 consists of construction management services, as well as the remaining project construction work, including, but not limited to, demolition, pile driving, deck construction, float fabrication, utility improvements and the provision of various fixtures and appurtenances. The contractor will be expected to subcontract a minimum portion of the Phase 2 work.

Online Networking List
WETA is hosting an online networking list to provide a networking forum for subcontractors in advance of the solicitation of quotes for subcontracting work in Phase 2, as well as to assist the prime contractor to attain participation from Disadvantaged Business Enterprises (DBEs) and Small Business Enterprises (SBEs) for this contract.

The Downtown San Francisco Ferry Terminal Expansion project is funded in part with Federal Transit Administration (FTA) funds and is one of the projects included in WETA's Overall Triennial DBE Goal and Overall Triennial SBE Goal for Federal Fiscal Years 2017-2019.

If you are interested in this project as a subcontractor, please provide your firm's name, contact information, work area(s), DBE and/or SBE status, and applicable NAICS codes into the text fields below. This information will be available to the prime contractor for developing a Phase 2 estimate.
